CITY COUNCIL MINUTES (SPECIAL MEETING)

Special Council Meeting

Tuesday, January 21, 2025 

6 p.m. at Thomas City Hall

ROLL CALL:

Present: Mayor Jody Flanagan, (Interim) Recorder Stephanie Quattro-Bennett, Janice Mullenax, Terry Nelson

ABSENT: Nena Lambruno (excused) 

Mayor Jody Flanagan called the meeting to order at 6:01 pm.

New Business

     1.  Resignation letters: Mayor Flanagan made a motion to accept resignation letters from Recorder Kimberly Trathen and Councilwoman Christine Kozan as of January 21, 2025.   Councilman Nelson seconded. Motion carried.

We would like to thank Kim and Christine for their time, hard work, and dedication to the city.   

     2.   Charlie Davis appointed as Council Person:  Councilman Nelson made a motion to appoint Davis as a replacement on the board following recent resignations of Recorder Kimberly Trathen and Councilwoman Christine Kozan. Councilwoman Mullenax seconded. Motion carried.

     3. Employees request change in the 2025 paid Holiday schedule:   Request has been made to substitute December 26, as a paid holiday, and November 11th, as a scheduled workday. Councilwoman Mullenax made a motion to except requested change in 2025 paid Holiday Schedule. (Interim) Recorder Quattro-Bennett seconded. Mayor Flanagan questioned any further discussion, no objections. Motion carried.

     4. Purchase of dump truck:   City needs a dump truck to replace our existing truck. Discussion of financing (Dealership, Local Bank) and money taken from special revenue on the table to be determined. Approximate cost 95,000 / Estimated 15,000 trade-in. Mayor Flangan plans to enquire about Government discounts. Councilman Nelson made a motion to move forward on the purchase 

with money down to secure sale.  Councilman Davis seconded. Mayor Flanagan questioned any further discussion, no objections. Motion carried. 

   

  

EXECUTIVE SESSION:   

Mayor Flanagan made a motion to go into Executive Session at 6:14 pm. Councilwoman Mullenax seconded. Motion carried. 

(Interim) Recorder Quattro-Bennett made a motion to come out of Executive Session at 7:01 pm, Councilman Nelson seconded. Motion carried. 

1)  Temporary Employees:  Councilman Charlie Davis made a motion to remove Fred Davis and Josh Herron from the payroll, Councilman Nelson seconded. Mayor Flanagan questioned whether there was any further discussion, no objections. Motion carried. 

2) Replace employee Wade Zirk's broken cell phone: Mayor Flanagan made a motion to replace the broken cell phone. Councilman Nelson seconded motion. Mayor Flanagan questioned any further discussion, no objections.  Motion carried.

3)  Employee Tim Wolford passed Class I Water examination:  Councilwoman Mullenax made a motion to increase Tim's hourly pay $1.00.  He will receive an additional raise after being certified.  Councilman Nelson seconded. Motion carried. 

4)  Employee Derek Huffman's pay increase:  Councilman Nelson made a motion to increase Derek's pay to $21.00 hourly rate with an understanding of more pay, means more responsibilities.  Councilman Davis seconded. Motion carried. 

5) New Hire: (Interim) Recorder Quattro-Bennett made a motion to hire Josh Hebb as a full-time employee. Hourly pay $17.00 / scheduled start date January 27, 2025.  Councilman Nelson seconded. Motion carried. 

6)   Employee Schedule: Motion made by Mayor Flanagan to implement a work schedule for Water, Sewage, Snow removal and weekend "on-call" for clarity and communication. Councilman Nelson seconded motion. Motion carried. 

MAYOR REPORT:   Lizz Moore has expressed frustrations that snow is being pushed up against her building on Brown Street. Resident Tommy Cussins has disregarded our request where snow should be plowed. Permission granted by the council to send certified letters to any residents who do not comply with the city’s request. Permission granted by Council. 

FINANCES: Reviewed and signed checks. 

Mayor Flanagan made a motion to adjourn meeting at 7:17 pm, Councilwoman Mullenax seconded.  Motion carried unanimously.
